Required Knowledge and Experience Bachelor’s degree, or higher from an accredited college or university with a major directly related in a field of study as related to the requirements of the position with emphasis in oceanography, fisheries, hydrology, natural resources management, environmental science, social science. Minimum of Eight (8) year’s experience performing non-routine functional activities by providing management and technical direction to project personnel. A Master’s degree substitutes for two years of experience, and a Ph.D. substitutes for five years of experience. Two (2) years direct experience in program management. Working knowledge of oceanography, hydrology, and coastal management programs and projects. Excellent written and verbal communication skills, and the ability to work with a variety of personnel and stakeholders. Project Management Professional (PMP) Certification a plus. Prior NOS experience a plus.


The Program Manager (PM) shall be responsible for supervision of all contract employees. The PM shall coordinate these activities with the NOAA Contracting Officer (CO) and the Contracting Officer's Representative (COR). The PM shall be the Contractor’s primary administrative representative with full authority to act on matters pertaining to the performance of the services required under this contract. The PM shall be responsible for all aspects of project performance (i.e., technical, contractual, administrative, and financial), manage contractor deadlines, and act as primary interface between Government and contract personnel. The PM shall review and monitor contract technical work for overall quality, efficiency, and timeliness, and seek ways to improve based on quality control reviews. The PM is responsible for all aspects of project performance and assists in the overall direction to all project level activities and personnel. Specifically, the PM shall be responsible for duties such as: Provide interface between the Government and Contractor Manage assigned projects to meet Government requirements Provide monthly and quarterly reports on progress of assigned projects Manage projects, project budgets, and schedule and delivery of services Provide senior level technical expertise Ensure project quality control activities and management are in place and successful Provide active leadership to assigned project teams, taking corrective action when necessary to meet project commitments Provide oversight for contract staff
