HOW TO CREATE A PORT INCUBATOR THAT SCALES FOR YOUR COMMUNITY

Melissa Cliver, (others TBD)

Playbook for City Ports: Building a Blue Economy Incubator.                                   This presentation lays out the value and outcomes of a City Port Incubator and provides a web-based toolkit and support services so Ports across the world can implement their own incubator as part of their infrastructure.

Vision of the incubator: Develop a Blue Economy Portfolio that turns local coastal innovation into measurable social, environmental, and economic value.

A Port-led Blue Economy Incubator (BEI) empowers early-stage businesses to pilot and scale solutions that restore ecosystems, strengthen local economies, and create new maritime jobs — from aquaculture and clean technology to debris removal and shoreline resilience.

Focus areas covered in the presentation

  1. Open Call for Innovation
  2. Four-Step Review Process
  3. Shared Success Model
  4. Performance Tracking
  5. Example Outcomes (San Diego Port Model)
  6. Blueprint for Replication

A Port-led Blue Economy Incubator is more than a project — it’s a regenerative economic model. By aligning entrepreneurship with environmental stewardship, ports can lead to coastal resilience, attract investment, and showcase a sustainable vision for waterfront communities. We walk through each step and share examples, including actual financial outcomes.
