The perceived complexity and unpredictability of the federal aquaculture permitting process is often cited as a source of significant uncertainty and major barrier hindering domestic aquaculture growth in U.S. federal waters. This presentation aims to correct some common misconceptions and provide clarity for aquaculture proponents navigating the regulatory landscape. While NOAA does not lead aquaculture permitting, key elements of the NOAA Aquaculture Program are actively supporting regulatory efficiency and driving essential interagency coordination, as well as leading efforts to enhance the permitting process through innovative science and transparent public and interagency communication. We will highlight recent initiatives that demonstrate tangible progress toward a more predictable regulatory framework and share how NOAA and its federal partners are remaining nimble as the legal environment evolves.
