The Embedded PMU Staff – Fisheries will anchor program delivery within the Department of Fisheries, Government of Andhra Pradesh (GoAP), acting as a bridge between fisheries policy, digital service delivery, and RSK operations. The role requires a professional skilled in governance, digital transformation, and stakeholder engagement across marine, inland, and aquaculture systems.

Reports to: PMU Lead

Location: Department of Fisheries HQ, GoAP (with extensive field travel)

Tenure: 2 years, renewable based on performance

 

Key Roles & Responsibilities

  • Program & Data Integration:
  • Align departmental schemes (Pradhan Mantri Matsya Sampada Yojana, aquaculture, inland/marine programs, insurance, seed/feed support) with real-time field data via RSK dashboards.
  • Maintain the fisheries module roadmap in sync with other GoAP digital initiatives.
  • Operational Coordination:
  • Validate data on aquaculture production, water quality, and disease surveillance; ensure alerts translate to timely interventions.
  • Align input planning (seed, feed, medicines, nets, fuel) with seasonal culture and fishing cycles.
  • Coordinate with District Implementation Cells for seasonal sprints — stocking, harvests, fishing bans, reservoir programs, and market campaigns.
  • Advisory & Communication:
  • Prepare Telugu advisories (WhatsApp/IVR/SMS) on stocking densities, water quality, feeding, disease control, weather safety, and post-harvest handling.
  • Strategic Convergence:
  • Ensure alignment between central and state programs (PMMSY, Blue Revolution, Coastal Aquaculture Authority, Marine Product Export Development Authority) for maximum field impact.
  • Support data interoperability and contribute to M&E metrics (production, income, women’s participation).
  • Field Engagement:
  • Act as a feedback link between fisher communities, aquaculture farmers, RSKs, and policymakers to inform micro-planning and service delivery improvement.

 

Essential Capabilities

·      Strong understanding of AP’s fisheries systems: marine, brackishwater, freshwater, and inland capture fisheries.

·      Familiarity with departmental data systems (fisher registration, pond census, vessel tracking, water quality).

·      Sound grounding in aquaculture and fishing practices, feed management, disease control, and post-harvest handling.

·      Ability to coordinate across departmental, field, and cooperative levels.

·      Skilled in translating technical content into simple, local-language advisories.

·      Telugu proficiency (essential); English for documentation.

 

Desired Capabilities

·      Exposure to digital fisheries and aquaculture platforms, IoT sensors, and satellite monitoring tools.

·      Understanding of fisheries value chains, cold chain, processing, and market systems.

·      Experience managing convergence projects involving cooperatives, research institutes, and private partners.

·      Analytical skills for dashboard insights and reporting.

·      Familiarity with sustainable aquaculture, coastal management, and climate adaptation approaches.

Skills Required

Technical: Aquaculture systems (shrimp, fish, crab), species biology, disease management, feed formulation, and hatchery operations.

Digital: Fisheries MIS, GIS tools, dashboard visualization (Power BI/Tableau), mobile data systems.

Project Management: Plan and monitor multi-scheme, multi-district operations; ensure timely documentation.

Interpersonal: Strong facilitation, negotiation, and community engagement with fishers, aquaculture farmers, and cooperatives.

Analytical: Link production data with weather, disease, and market trends to generate actionable insights.

Capacity Building: Train field staff on digital tools and farmers on sustainable practices and new technologies.

Requirements

Preferred Profile & Qualifications

  • Education:
  • M.F.Sc. / M.Sc. (Aquaculture, Marine Biology, Fisheries Resource Management) / MBA (Agri-Business) / PGDRM (Coastal Livelihoods).
  • Experience:
  • 6–10 years in fisheries development, aquaculture extension, or coastal livelihoods programs.
  • Attributes:
  • Technically grounded, systems thinker, strong field orientation, and commitment to fisher welfare and digital innovation.
