The Blue Corridor for Biodiversity and Fisheries Protection in Central Vietnam (Blue Corridor) project aims to establish a sub-regional network—the Blue Corridor—comprising officially designated Marine Protected Areas (MPAs) and Other Effective Area-based Conservation Measures (OECMs) with high biodiversity value along Vietnam’s central coast. The project supports local marine biodiversity conservation and promotes sustainable livelihoods for coastal communities through strategic, scalable approaches. It specifically targets women and fishers whose traditional fishing grounds have been reduced. Key project activities include conducting assessments to inform the establishment of new MPA or OECM and to strengthen the management of existing MPAs, community outreach and engagement, awareness raising about IUU, supporting MPA management boards, facilitating community-led conservation initiatives, organising exchange among MPAs and OECMs, capacity-building training, expanding access to sustainable livelihood resources, and strengthening disaster risk management and climate change adaptation. The project implementation will be led by World Vision International in Vietnam in partnership with WWF-Vietnam who is a sub-grantee. 

The Project Manager will be responsible for managing the day-to-day operations of the Blue Corridor project, including planning & budgeting, implementation, monitoring & evaluation, and reflection. The successful candidate will lead a team of professionals, coordinating with partner organisations and other delivery partners, stakeholders, and donors, to ensure project deliverables are achieved within budget, scope, and timeline.

 

MAJOR RESPONSIBILITIES

 

I. Leadership and Management (25%)

-    Lead and manage the implementation of the Blue Action Fund project in line with project objectives, work plans, and donor requirements.

-    Ensure all activities are delivered on time, within budget, and to high technical quality standards.

-    Develop and monitor project work plans, budgets, and performance indicators.

-    Ensure project progress and impacts are well documented and effectively communicated in relevant channels and platforms.

-    Provide clear direction, coaching, and supervision to direct reports, ensuring alignment with strategic goals.

-    Conduct performance management, support staff development, and succession planning

-    Actively participate in recruitment, onboarding, and retention of project staff in close collaboration with the People & Culture department.

-    Promote staff well-being, engagement, and professional growth, fostering a safe, inclusive, and motivating work environment.

-    Ensure compliance of all direct reports with WVI’s policies.

-    Role-model servant leadership, WVI’s core values, and organizational culture.

 

II. Technical Oversight & Biodiversity Conservation in partnership with WWF (15%)

-    Oversee the establishment and management of MPAs and OECMs in Da Nang and Quang Tri;

-    Ensure biodiversity conservation activities follow technical best practices and contribute to regional and global marine conservation networks.

-    Support monitoring, evaluation, and reporting of ecological outcomes, ensuring data-driven decision-making.

 

III. Livelihoods & Community Development (15%)

-    Lead initiatives supporting livelihood transitions for coastal communities, with a focus on women, persons with disabilities, and fishers affected by reduced fishing access.

-    Oversee capacity-building activities, access to sustainable livelihood resources, and disaster risk management and climate change adaptation programs.

-    Ensure community engagement and participatory approaches are applied in all interventions.

 

IV. Co-ordination and Relationship (10%)

-    Build and maintain strong relationships with government agencies, local authorities, community organizations, NGOs, and World Vision Int. Vietnam National Office, Support Office (WV Ireland), and local embassies and other stakeholders.

-    Advocate for collaborative approaches to marine conservation and community development.

-    Represent the project at meetings, workshops, and events at provincial, national, and regional levels

 

V. Compliance, Monitoring and Evaluation (20%)

-    Ensure compliance with Blue Action Fund’s requirements per the signed Grant Agreement and the agreement(s) between WV Ireland, WVI Vietnam, and WWF-Vietnam, World Vision policies, and national regulations.

-    Prepare timely and accurate project reports, including technical, financial, and narrative reports for donors and management.

-    Ensure gender equality, disability, and social inclusion in project activities, in line with Blue Action Fund’s Gender Guide

-    Oversee the implementation of management measures for specific risks and impacts outlined in the Environmental and Social Management Plan

-    Ensure effective risk management and mitigation strategies are in place.

 

VI. Finance and Administration (5%)

-       Ensure effective financial management in compliance with the signed Grant Agreement, Blue Action Fund’s Grant Procedures Manual and Grant Implementation Guide, and World Vision Financial Policies and Procedures.

-       Liaise with the Finance Department to ensure adherence to financial policies and procedures and to safeguard the accuracy and integrity of financial records, processes, and reports.

-       Review and use financial reports as management tools to monitor project performance, and maintain an organized and well-managed project office.                                                           

 

VII. Humanitarian Emergency Affairs & Disaster Risk Reduction (HEA & DRR) (5%)

-  Take Disaster Risk Reduction – Response to Climate Change (DRR-RCC) into account when designing, implementation, M&E of Project’s activities to ensure that climate change and disaster risks can be addressed and reduced.

-  Inclusive plans for response to disaster risks and climate change for MPAs of Cu Lao Cham and Con Co are developed or updated; equipment for feasible initiatives by Cu Lao Cham and Con Co MPAs on early warning and disaster preparedness are provided.

-  Target communities have enhanced knowledge, skills and practices to implement the Community-based Disaster Risk Management (CBDRM) model with integration of climate change response.                                                                                                                                                               

VIII. Others

-  Perform other duties as assigned by the manager to contribute to the team performance.

Requirements

-       At least 8 years’ experience in relief and development work, be independent in managing project.

-       Experienced in managing conservation or community development projects, preferably in marine or coastal contexts.

-   Bachelor degree in agriculture (aquaculture, fishery), environmental conservation/ protection, community development, social work, business administration or related field

-       Certification in Project Management preferred

-       Motorbike driving licence

-       Advanced degree in Marine Biology, Environmental Science, Natural Resource Management, Sustainable Development, or related field.

-       Strong knowledge of biodiversity conservation, marine protected area management, and sustainable livelihood programming.

-       Experience in community engagement, participatory approaches, and inclusive development (gender, disability, marginalized groups).

-       Proven ability to lead and motivate multidisciplinary teams.

-       Excellent communication, negotiation, and stakeholder engagement skills.

-       Strong financial and project management skills, including budget monitoring and reporting.

-       Fluency in English and Vietnamese is required.
