POLICY OPTIONS IN THE DEVELOPMENT OF AQUACULTURE TECHNOLOGY : CASE STUDY DEVELOPMENT OF SUPER INTENSIVE TECHNOLOGY FOR SHRIMP AQUACULTURE IN BARRU DISTRICT, SOUTH SULAWESI, INDONESIA

Development of new innovations in shrimp farming has been increased recently at least during 5 -7 years.  The recent technology is super intensive technology for shrimp grow out with high stocking density in the small size of cultured media (pond).   This innovation was invented by Dr. Hasanuddin Atjo, a practitioner and also well known as Head of Fisheries and Marine Provincial Board in Central Sulawesi.  The first application of this technology had been applied in Barru district, South Sulawesi Indonesia.  Research Institute for Coastal Aquaculture supports this innovation through scientific research for better development.  Besides the development opportunity of this technology, there are also problems identified that can generally be grouped into three main issues, namely "Man (Human Resources), Materials (Input-Output Production), Money (Capital)".

A field research had been completed in June-July 2015 in Barru district, South Sulawesi in order to analyze the policy options which could potentially be adapted by local government to regulate the aquaculture system particularly for super intensive zone management.  Field observation, and open - closed questionaire interview with eight key actors had been performed during research.  Analytic Hierarchy Process (AHP) was used to formulate the policy options and alternatives of program priority as policy implementation.

First policy priority is to formulate related regulation in term of super intensive technology development (fig 1).  This is highly related to the fact that the rule of thumb of how super intensive shrimp farm run  is not yet available.  This imply the concept and guideline of technology have not yet adapted in the current activities. The integrated system of super intensive technology requires effluent treatment unit as an main part of the system. This related to the second option which is technology availability should be fully adapted and consequences to the human resources development to understand the technology through training and pilot project of how this technology is ideally executed.  This is one of program alternatives of policy implementation.
