Francisco Javier is an aquaculture economist, born and raised in Puebla, Puebla, México. Biochemical Engineer from the Technologic Institute of Monterrey (ITESM), has two Master degrees: one in Aquaculture and Fisheries Management at the Institute of Aquaculture, University of Stirling, Scotland and the second at CINVESTAV-Mérida in México. He obtained his Ph.D. in Agricultural and Resource Economics from the University of Hawaii-Manoa.

For the last 26 years, Professor/Researcher at the Research Center for Food and Development (CIAD) in Mazatlán, Mexico. Consultant for FAO and OECD in Socioeconomics and Strategic Planning. National Coordinator of The Tilapia Mexico Network, linking industry, academics and government, including the WorldFish. Member of the Editorial Board of Aquaculture Economics and Management.

Currently President-elect, Latin America and Caribbean Chapter, World Aquaculture Society (2019-2021).
