14 JUNE 2016 • WORLD AQUACULTURE • WWW.WAS.ORG Specific Legal Framework The General Law for Aquaculture (Decree 1195-2015) declares the national interest on the development of sustainable aquaculture, highlighting the sector as a major economic activity for food and industry, employment generation, income and productive chains, among other benefits. In addition, the law establishes new productive categories, enforces sanitary control through a specialized institution (SANIPES) and gives some priorities on the use of water resources. Through Decree Nº 003-2016-PRODUCE, the General Law for Aquaculture is regulated, clarifying processes needed to access aquaculture investment, research, technological development, innovation, training and technical assistance. The Law for Highland Areas Development (Law Nº 29482) applies to some trout producers, giving tributary and investment incentives. The National Aquaculture Development Plan 2010 – 2021 (PNDA): Supreme Decree Nº001-2010-PRODUCE National Program for Aquaculture Science, Technical Development and Innovation 2013 – 2021 (Presidential Resolution CONCYTEC Nº 064-3013) are other important laws. In addition there are other regulations according to the relevant administrative agencies: water management, environment enforcement, health and sanitary protocols and taxes. Available Funds for Aquaculture Research Projects Aquaculture production projections are promising and Peru has the basis for good growth. However, a strong base for sutainable growth is needed. Several sources of funds are available today to support aquaculture development in the country: • National Fund for Scientific Development Technology and Innovation (FONDECYT) • Financing Innovation, Science and Technology (FINCyT) • Fund for Competitiveness Research and Development (FIDECOM) • Mining and Gas Exploitation Canon Funds, through local universities. • International Cooperation Funding • Other National and International Cooperation Initiatives. National Plan for Aquaculture Development The National Plan for Aquaculture Development 2010-2021 was approved by Supreme Decree No. 001-2010-PRODUCE January 7, 2010, and establishes policies for aquaculture development nationwide. This plan was prepared with FAO technical assistance. The main objectives are to 1) increase quality, productivity and volume of aquaculture production commercialized at the national and international level, 2) increase private investment in aquaculture, 3) promote national production of critical inputs for aquaculture (seeds and foods) (4) promote the development of education, training and technical assistance services for aquaculture production and commercialization, 5) promote the development of health and sanitary services directed to aquaculture production in farming centers, and its diverse products 6) promote research, development, technologies adaptation and technological transfer in aquaculture, 7) achieve of a proper organizational structure and human capacities to ensure an effective preparation, implementation and assessment of policy provisions and instruments to promote aquaculture, and 8) obtain and assess rational use of financial resources in aquaculture development. National Program for Aquaculture Science, Technical Development and Innovation 2013 - 2021 The program is directed to prioritize, organize and systematize research and technological development in Peruvian aquaculture. The main objectives are 1) characterization of marine ecosystems for bivalve aquaculture, 2) ecology in inland waters for trout, tilapia, and Amazon species. Marine fish rearing: flounder, chita (Anisotremus), cabrilla (Paralabrax), macroalgae culture (industrial, food, biofuels), shrimp, rainbow trout and tilapia farming, Amazonian fish aquaculture: paiche (Arapaima), doncella (Pseudoplatystoma), gamitana (Colossoma), paco (Piaratus), and ornamental fishes. The program also addresses human resources training. Perspectives Most stakeholders agree that Peruvian aquaculture will continue to grow, achieving high production levels. However, growth needs to come through sustainable development, being environmentally friendly, enhancing and improving all production chains and obtaining quality products with high sanitary standards. The vision of Peruvian aquaculture is 1) to be a modern activity that provides products to meet the national food security and serving the growing demands of foreign markets; 2) to be diversified in terms of production areas, species, products, and productive systems; 3) to be developed in close application of science and technology, creating or adapting the most suitable rearing systems for each specific requirement; 4) to be efficient in the use of space, water and natural resources, well oriented to sustainability and competitiveness, and taking advantage of country’s strengths (i.e.: biodiversity, availability of critical raw materials) and; 5) to have a proactive and organized governance institutions, providing stable policies and rules for development, according to the particularities of each production mode.
